Error message indicates: “This operation require 40 new capacity in quota Tokens Per Minute (thousands) - Text-Embedding-Ada-002, which is bigger than the current available capacity 25. The current quota usage is 325 and the quota limit is 350 for quota Tokens Per Minute (thousands) - Text-Embedding-Ada-002.”

Solution: Request more quota from Microsoft

Navigate to Azure AI Foundry Management Center https://ai.azure.com/managementCenter/quota

Select “Quota” from the navigation bar

Select “Request Quota”

Fill in the form.
To the section “11. Quota Request Type”, select “Standard”
Select correct regions and correct Ai model
Add necessary amount (see below)
• Text-Embedding-Ada-002 40
• Gpt-4o 10
• Gpt-4o-mini 10
Note that you need to fill out separate forms for each model if you lack enough quota.
Wait for Microsoft to approve the request
